Metropolis
When Shurakai takes over he sets up a domain in the last remaining, hospitable city in the U.S. and names it simply 'Metropolis'. It is from this city that he controls the rest of the country and slowly branches out control to the rest of the world were resistance forces continue to fight back.

Sanctuary
Formally Agency 13's underground base, it has become a safe haven for all those fighting against Shurakai including the Guardians who are now allied with the former enemies [Agency 13]. Due to an influx of new refugees it has expanded beyond the metallic walls of the base and into the rock of the mountainside Sanctuary was originally built into.
