FOI request to the Met:
QUOTE
Sir Ian Blair in a report to the MPA 2005/06 Annual Report claimed that the MPS issued approx 25 press statements in regard to the explosions on the transport system in London on 7th July 2005.

Could I please have copies of all the press statements and public statements issued by the MPS in regard to these incidents.

I've only received those issued on the 7th, I'm waiting for the press releases issued since that date:

After many many phone calls between myself and Nigel Parsons (a very helpful guy) of the Met I've finally received all the press releases. There are loads of them since 8/7/05 and I'll start posting them here.

Dear Bridget,

Thank you for your continued patience, to which I hope you are now rewarded with the said requested information.

I apologise if the wait for this information was rather lengthy. The stretch on certain resources such as our Operational Press Desks can be very demanding which, when multiplied with my initial mis-interpretation of your original Freedom Of Information Act request.Hopefully that is behind us now.

Explanation guidance for your information in relation to the attached statements;

As you will no doubt appreciate the information recorded in the MPS press bureau is recorded in real time, hence there may be some minor discrepancies in the information recorded.

NOT FOR PUBLICATION - Is information which is for background purposes only and not for publication or broadcast by the media.

NON ATTRIBUTABLE  - Is information provided to the media on behalf of another organisation, but which is not attributed to the MPS.

You will also see there is reference in the press lines to people who have been charged with offences. While this information is in the public domain I would like to stress that the case is now sub judice as a number of individuals are awaiting trial."

I hope that the above explanations are useful to you in the first instance, particularly in regards to the sub-judice issues.

Have a wonderful Christmas and prosperous New Year, once again thank you for your patience in this matter.

The Metropolitan Police is continuing to co-ordinate the emergency service response to yesterday's explosions in London.

Following the attacks there will be an increased visible police presence across the capital. These extra patrols will include officers from the MPS, City of London Police and British Transport Police. The officers are there to assist and reassure the public, particularly in communities where people may feel vulnerable at this time, and are not a response to any specific threat.

We are encouraging the public to remain vigilant and to report any unattended items or suspicious activity to transport staff or the police.

Enquiries re: travel information should be directed to Transport for London on 020 7222 1234 or www.tfl.gov.uk, or other travel information services.

Members of the public who remain concerned about relatives or friends who may have been affected by these incidents and have been unable to contact them directly are asked to contact the MPS Casualty Bureau casualty bureau on 0870 156 6344.

Police cordons around the four crime scenes have been reduced, but limited cordons remain in place at:
Woburn Place WC1, Tavistock Place WC1, Burton Street WC1 and Flaxman Terrace WC1. Russell Square is now re-open to traffic.

Cordons also remain in Edgware Road and Chapel Street NW1.

09.00
Police are requesting members of the public to keep Casualty Bureau informed about relatives and friends reported missing.
If you believed someone was missing but now know they are safe please contact the Casualty Bureau tel 0870 156 6344.

11.27
The Metropolitan Police Casualty Bureau has received a total number of 103,087 calls from the time it opened to 0600 this morning. Calls reached their peak between 15.00-16.00 yesterday when we received over 42,000 calls. We have over 200 staff from 21 different police forces around the country working around the clock to answer phones.

If you cannot contact relatives and friends and are concerned that they may have been injured, please contact the MPS Casualty Bureau on 0870 156 6344.

If you contacted us previously to say a friend or relative was missing but now know they are safe, please let us know. It is very important that we have this information so we gain an accurate picture of who is still missing.

If you are unable to get through straight away please be patient, your call will be answered.

We wish to clarify comments made at this morning's press briefing at the QEII Centre by AC Hayman. When he referred to fumes and vermin on the Piccadilly Line, this was in relation to the body recovery operation on a specific section of the line that has been sealed off.

There is no risk to any other part of the line.

15.11
Briefing 11.00am QE2 Centre.

AC Andy Hayman - Specialist Operations
Sir Ian Blair - Commissioner
Dick Fedorcio - Director of Public Affairs

DF - Good morning. The Commissioner will be speaking first, Andy Hayman second and we will be taking questions at the end. Andy Hayman is available for 121's at the end. The next briefing to follow this will be a joint briefing by the rest of the emergency services.

Commissioner
It is now over 24 hours after the incidents and the MPS is here to give further information on behalf of all London police services. This is aimed to provide guidance as to where we are and what we know.

Firstly, I would like to send a message of sympathy for the families of the dead, and the injured. I would also like to express my admiration for the people of London. There has been support from every community within London - all of whom have condemned the atrocities. This is a wonderful, great diverse city…and a united community against this atrocity.

This is an example of Team London. We have long prepared, often practiced for this day and the partners across London have worked well together. There has been an endorsement from Rudy Giuliani who has said that the MPS and the other police services of London have been outstanding in their response. The main priority for the MPS is now to track down those responsible.

I would like to express the following points:

1. Only four sites. There was initial confusion due to members of the public leaving different tube stations. One bus only was involved. There is nothing to suggest a suicide bombing at this stage although nothing can be ruled out.
2. There are currently more than fifty fatalities as a result of the atrocities. There is difficulty in giving absolute confirmation due to the bus incident and tube train incident at Russell Square. This is not to suggest that there is a number rising into three figures however.
3. Hospital figures - 350 taken to hospital, 100 stayed in overnight, 22 seriously injured, 1 pronounced dead in hospital.
4. The Anti-Terrorist Branch is now entirely engaged in this investigation.
5. I urge those with any information to call Casualty Bureau - further, please call again to let us know if any individuals thought to be missing are now accounted for.

AC Andy Hayman - Specialist Operations

The MPS and partners and the London community are determined to identify and prosecute those responsible. The most experienced officers are working on the case and we have the best community working with us in London.

We have tried and tested procedures and our energy will not fall away. I will now walk through each of the events:

1. Forensic investigation so far suggests that each device had less than ten pounds of explosive.
2. Cannot say if they were detonated
3. Each device was on the floor of the carriage

Aldgate
Travelling towards Liverpool St. Explosion was 100 yards into the tunnel. Device in 3rd carriage.

Kings X and Russell Sq
Device in 1st carriage in standing area, first set of double doors.

Edgware Road
2nd carriage, standing area, 1st set of double doors.

Our challenge -

1. Forensic operations in four scenes which brings multi-site challenges. Emergency services are working in extreme conditions. Russell Sq there is a threat of the tunnel being structurally unsafe, dangerous substances, vermin. We ask for patience as we progress this matter - as pushing ahead without consideration could inhibit the investigation.
2. Evidence gathering stage - there is a number of scenes and cctv footage to be examined.
3. Call for communities help. Any information could make a difference. The Anti-Terrorist hotline number is 0800 789 321. We will not discount any information that someone thinks is relevant.

In conclusion, we have the best people, very experienced, the best communities that will bind together forensic opportunities. Our main aim from now on is to identify and successfully prosecute those responsible.

16.32
Breakdown of fatalities:

Current total = 49

Bus = 13
Russell Sq = 21
Edgware Rd = 7
Aldgate = 7
Hospital = 1

17.00
The Casualty Bureau is able to take calls from people who are deaf or hard of hearing. The Typetalk system number is 18001 0870 1566344

The Casualty Bureau cannot receive or respond to emails.

18.39
NOT FOR PUBLICATION: We understand that some media are offering financial incentives to obtain interviews with witnesses to Thursday's terror attacks in London. We would strongly request that media do not offer financial incentives to witnesses or undertake any activity that may interfere with the investigation or potentially jeopardise future legal proceedings.

21.43
As part of the ongoing investigative process we are working with all the emergency services and analysing a range of material to establish a more precise chronology of the attacks on 7.7.05. This material includes witness statements, footage and pictures from the crime scenes, and electronic data provided by Transport for London. We hope to be able to provide further information on this to the public tomorrow.

A 24 hour family assistance centre has now opened at the Queen Mother's Sports Centre on 223 Vauxhall Bridge Road London, SW1V 1EL.

The centre will be staffed by fully trained FLOs, Red Cross staff, Salvation Army staff, Victim Support, social workers and WRVS (Womens Royal Voluntary Service).

At this centre people will have the opportunity to provide us with any information they can to assist police with the complicated process of tracing loved ones. For those people who are looking for loved ones this centre not only provides a central point of information but also a place to discuss any issues or concerns that they might have.

Those who wish to come to the reception centre in order to trace members of their family or loved ones should note the following.

The closest tube is Victoria.
The closest rail is London Victoria.
Buses A1, 16, 52, 211, C10, 2, 24, 73, 9, 11, 36, 38, 82, 185, C1.

The entry point for families is Longmore Street (via Wilton Road).

Anyone coming to the centre will be asked to provide ID and possibly the name of the family member/loved one missing. They will then walk through a security arch and their bags will be searched. There will be Family Liaison Officers at this point to assist in the entry.

They will then be directed into a hall where they will be shown to a booth with two Family Liaison officers. If it is not possible they will be shown to a seating area where they can wait for an FLO booth to become available. If waiting at the seating area, they will be comforted and advised of waiting time by Red Cross ‘be-frienders’ (their formal term) and members of the Salvation Army.

Due to the space provided families and loved ones are asked not to bring more than three other family members, friends or loved ones.

We would ask that witnesses do not present themselves to the family reception centre - they must call the Anti-Terrorist hotline on 0800 789 321, we will be unable to take witness statements at the reception centre.

This is not a place for any members of the public wishing to volunteer to come - whether trained or untrained, no members of the public will be granted access. Whilst we appreciate their desire to assist this centre is manned by fully trained family liaison officers and trained individuals from other agencies.

NOT FOR PUBLICATION: We would like to reiterate our request to the media to NOT attend the family reception centre and to respect the privacy of family members and loved ones who are going in to the centre.

A 24-hour-family assistance centre is currently open at the Queen Mother Sports Centre on 223 Vauxhall Bridge Road, London, SW1V 1EL.

The centre is staffed by specially trained Family Liaison Officers who begin the investigation process in terms of identifying those who may have been involved in the incidents. They do this in order to obtain essential information and detail relating to potential victims.

We would be most grateful if any families who have not yet made contact with the police do so either by attending the Family Assistance Centre, or if that is not possible to contact the Casualty Bureau on 0870 156 6344.

The centre is supported by many important partners. This includes members from the Red Cross, Salvation Army, Victim Support, Social Services, London Resilience, Women’s Royal Voluntary Service and Disaster Aid.

At this centre people will have the opportunity to provide us with any information they can to assist police with the complicated process of tracing loved ones.

Detectives today (10/7/05) issued an urgent appeal for any photographs, video footage or mobile phone images, which were taken on the morning of Thursday, July 7, either in, or close to the areas where four bombs exploded in London.

Police believe that these images could contain vital information and provide a crucial piece of the investigative jigsaw.

This material should be e-mailed to:

images@met.police.uk

It is important that people include their name and telephone contact details on the e-mail. Police stress that this information will remain confidential.

The terrorist attacks took place on the Circle Line at Edgware Road, and Aldgate, the Piccadilly Line at Russell Square and on a Route 30 London Bus in Tavistock Square.

DAC Peter Clarke, head of the Met's Anti-Terrorist Branch said:

”This was a callous and cowardly attack on innocent members of the public.

"We are urgently appealing to anyone who may have photographs, video footage or mobile phone images which were taken either immediately before the attacks, at the time of the incidents or immediately afterwards.

"These images may contain crucial information which could help detectives in what is a painstaking and complex inquiry.

"Please let us decide if the images you have are important. I would like to thank the public for their help and assistance."

Body retrieval and identification process.

The body recovery teams will go through the train or bus to identify where the bodies are. They will then be photographed in situ to assist the criminal investigation and to assist the coroner in establishing cause of death.

The body will then be placed into a body bag, photographed again and information logged to ensure continuity, and then removed from the scene.

At the mortuary at the Honourable Artillery Company, City Road, EC1, any personal items will be retrieved. These will be used as intelligence to provide an indication of the potential identity of the person. Investigators will then go with the family liaison officer to collect anti-mortem data such as latent finger prints (e.g. from computer key board, items regularly used, etc.), and items such as hairbrushes and toothbrushes where the victims DNA may be able to be retrieved from.

Whilst this is occurring the body will be X-rayed and examined by a pathologist and orthodontist to identify dental charts, significant marks and scars and take fingerprints from the deceased. A DNA sample will also be taken for use if required.

The dental charts will then be compared by the orthodontist to the teeth of the deceased. This is the quickest and most prevalent way of identifying a person.

Fingerprints will be taken from the deceased by a forensic expert who will then compare them with the latent fingerprints collected. This comparison is done by two experts to verify the comparison.

Once identification evidence has been collated this is then presented to the Identification Commission, which sits daily at 16.00, however an emergency session can be called if required.

The Identification Commission, chaired by the coroner Dr Paul Knapman and consisting of the Senior Police Identification Manager, the Pathologist, the Orthodontist, a Home Office representative and anyone else who the coroner wishes to sit on it, will then follow through four stages:

1. Believed to be - e.g. where some form of ID card is available such as credit card, driving licence.
2. Likely to be - e.g. where features or clothing may be distinctive.
3. Sufficient evidence to identify - where the ID Commission have accepted the evidence presented to them.
4. Confirmed identification - where the Coroner is about to open an inquest.

The levels of information needed to do this process fall into three areas:

Primary - where the Coroner will accept one criteria as sufficient, e.g. fingerprints, odontology, DNA and unique medical such as an implant with a serial number.

Secondary - where the Coroner may accept multiple criteria as sufficient, e.g. distinctive medical, deformity, marks and scars, blood grouping, physical disease, x-ray, jewellery, distinctive clothing.

Assistance - which would only be used as intelligence to indicate identity, e.g. clothing, photographs, body location, visual, facial mapping.

The whole process is extremely difficult and painstaking, particularly due to the conditions that many of the bodies are being recovered from but also because it is a crime scene and there is a need to ensure that evidence is preserved. We are doing everything possible to recover and identify the deceased in as expedient way as possible in order to minimise any extra stress that delay will undoubtedly cause to family members. The officers will go about this task with speed and efficiency, offering the best possible professional service they can to preserve the dignity the deceased.

It is very difficult to say how long this process will last as there will be some bodies who will be harder to identify than others, and unfortunately some where it is only parts of a body that we are able to recover.

21.59
In the immediate aftermath of Thursday's attacks, the MPS implemented plans to provide support to those people who feared they might have lost loved ones or someone known to them.

This included the opening of Casualty Bureau - which took over 100,000 calls within the first 17 hours of operation - and the activation of our family liaison plan, which was operational at the command centre that morning.

We have been working closely with a full range of organisations and partner agencies to ensure we have responded quickly and effectively to a huge and varying demand for information and support.

A family assistance centre has been established; the facilities at this multi-agency centre had to be entirely built from scratch and staff from a range of organisations worked throughout the night to ensure that this was completed.

Providing every support to those who have lost loved ones or those who fear they may have lost loved ones remains a key priority for the MPS and partner agencies.

The scale and nature of these attacks on Thursday is unprecedented in the Capital, and indeed on the UK mainland.

23.32
Three men were detained at Heathrow Sat. night (9/7/05) and subsequently arrested under the Terrorism Act 2000.

These men were released without charge shortly after 23:00 this evening.

Over 200 community representatives from across London met today at a community reassurance event, ‘Communities Together’ hosted by the MPS, MPA and GLA in response to the bombings that took place on Thursday 7th July 2005.

The aim of the event was to reassure communities about the police response to the attacks of July 7 and to demonstrate that London stands together against terrorists. The scale of the event, one of the largest community meetings with police highlights the united response to the bombings.

Senior police officers, community leaders and representatives, members of the central and borough independent advisory groups, and groups representing race, faith, gender, disability, sexual orientation and age were at the event.

As well as being updated on the policing response and investigation, today’s event is significant as it provided community representatives the opportunity to share ideas on partnership working to reduce fear and improve safety, both immediately and in the longer term.

Deputy Assistant Commissioner, Brian Paddick said: 'Catching those responsible and preventing others doing similar things in the future is not something the police can do alone and we will continue to work with people across London. It is communities that will defeat terrorism.

”This event is an opportunity to build on our existing relationships and make improvements, to help the Metropolitan Police provide a more effective response to communities’ needs and concerns. It is an example of work being carried out across London.

”We know from listening to Londoners that some people are feeling vulnerable and I would urge anyone who has been a victim of hate crime to contact their local police station. The police will deal with offenders robustly. We have made several arrests following incidents being reported to us and we will continue to do as much as we can to keep everyone safe.”

Cindy Butts, MPA Deputy Chair, said:

'Reassurance of our communities is now a top priority. Many people will be feeling very vulnerable and fearful of a backlash, something we are all working very hard to avoid.

'Diversity is the very thing that has given Londoners the incredible resilience they have shown over the past few days and it is the key ingredient in binding us together in our stand against terrorism.

'The coming together of so many community leaders today is a wonderful example of what we can achieve when we pull together in a shared determination to preserve our way of life.'

Azad Ali, Chair of the Muslim Safety Forum, one of the many groups that attended the event today, said, “We welcome the attitude and the manner in which police held this event. As repeatedly proven the Met has learnt the language that the community can identify with, indeed all criminals will be brought to face the full due process of the law. Today London’s communities not only held a minute’s silence at the event but also pledged to work together to find these criminals.”

Aneeta Prem, MPA lead member on Hindu, Sikh and Buddhist communities, said:

'Asians and people of Asian appearance are feeling particularly vulnerable at this time. All of our communities need to feel safe.'

Police have been working to support people and provide appropriate policing, from high visibility patrols to visiting community centres and places of worship. We will continue to work together with all London’s communities.

Commissioner visits Russell Square and King's Cross 11.07.05

The Commissioner laid flowers at King's Cross Station today, after visiting officers and police staff working underground near Russell Square station, at the scene of one of the four explosions last week.

Sir Ian Blair reaffirmed the Met's absolute determination to catch the terrorists who killed at least 52 people and injured 700 in bombing attacks on Thursday 7 July 2005.

He said police were 'implacable in their determination' to find the people who did this and there had been a great deal of support for police and Londoners from around the world. On viewing the scene at King's Cross, the Commissioner said it reinforced that the attacks were a 'pitiless example of man's inhumanity to man'.

Search teams are still looking for bodies of victims from the carriages of the Piccadilly Line, which was travelling from King's Cross to Russell Square station.

Sir Ian said staff from the Metropolitan Police, British Transport Police, City of London Police and other emergency services have been doing a magnificent job. But he appealed to the public to give police time as they go through the identification process. He said the sites of the explosions were the biggest crime scene in English history and police have to get it right.

There are now 52 people confirmed to have died in the three underground train explosions at Aldgate, Edgware Road and Russell Square and from the bus explosion at Tavistock Square. The Commissioner said that police would be able to name the victims when the coroner was satisfied the formal identification process had been completed.

He thanked the public for their huge support with the police investigation. There have been 2,000 calls to the Anti-Terrorist Hotline. In addition, 2,500 CCTV tapes have been recovered. The Met's Casualty Bureau has received 115,000 calls.

The Commissioner said London was open for business again and he urged Londoners to get back on the tube as he was doing, and to resume their normal business but remain vigilant at all times.

20.59
Family will be deployed a FLO where we believe we have intelligence to suggest that their missing person is dead or critically ill or still missing and that that person:
- was known to be at the affected area
- or to be travelling at the relevant time and in the affected area using a bus or tube

Where the relatives of missing people live in multiple locations there will be multiple deployments.

For foreign nationals the FCO make enquiries and arrangements. Family liaison co-ordinators are stationed with the Foreign and Commonwealth Office to assist liaison with embassies.

Family liaison co-ordinators have been set up at Heathrow airport as part of a reception team for families from abroad coming over - they are also linked into the other airports. At the airport FLOs will be allocated to those families who fall into the category above and arrangements made to assist them.

Family liaison co-ordinators are also based at the mortuary to ensure that when families begin attending the mortuary then arrangements are made to best facilitate this.

Family liaison co-ordinators were originally based at all London hospitals and where there is still need will remain there.

This morning (12/7/05) in a pre-planned, intelligence-led operation, MPS officers - supported by officers from West Yorkshire Police - executed search warrants issued under the Terrorism Act 2000 at four residential premises in West Yorkshire. Police are currently attending a fifth address.

No arrests at this stage.

The searches are in connection with the terrorist attacks in London on July 7. The operation continues.

NOT FOR PUBLICATION: We are unable to give further information at this early stage. The MPS will issue further details when they are available.

11.42
NON ATTRIBUTABLE: Four further people have been identified as a result of the Identity Commission sitting. Prior to inquest opening on Wednesday 13.7.05 at St Pancras Coroner’s Court two of the families have agreed for their relatives names to be made public. These are:

= Mr Jamie Gordon
=Mr Philip Stuart Russell, (11.7.76) from Kennington, Oval, London SW8.

The families of the two other deceased that have had their identities confirmed have requested that the names are only made public once the inquest has been opened and it is then a matter of public record.

All four were recovered from the Tavistock Square site.

This brings the total confirmed identities to five.

1. Mrs Susan Levy, (17.12.51) of 31 Newgate Street Village, Cuffley, Herts. An inquest was opened and adjourned at St Pancras Coroner’s Court on 11.7.05.

The 24 hour Family Assistance Centre will be re-locating today, Tuesday 12th July, to the Royal Horticultural Conference Hall, 80 Vincent Square SW1P 2PE. The centre will be open from 14:00.

The centre, previously at the Queen Mother Sports Centre on Vauxhall Bridge Road, has relocated to ensure that the facility moves in to the next phase of its role of supporting and assisting those affected by last week's terrorist incident. The emergency facility at the leisure centre will no longer be operational as a Family Assistance Centre.

The centre will be staffed by fully trained FLO's, Red Cross, Salvation Army, Victim Support, social workers from Westminster City Council and other surrounding boroughs, CRUSE, NHS and Women's Royal Voluntary Service.

At this centre, people will have the opportunity to provide us with any information they can to assist police with the complicated process of tracing loved ones. For those people who are looking for loved ones this centre not only provides a central point of information but also a place to discuss any issues or concerns that they might have.

The new centre will operate 24-hours and will be backed by a designated phone line from the British Red Cross. Red Cross volunteers will answer calls and will be supported by specially trained police Family Liaison Officers. This phone line will provide information about the Family Assistance Centre, advice and practical and emotional support.

We urge anyone who has not yet made contact with police and who has been affected by this tragedy to come to the Family Assistance Centre.
Those who wish to come to the assistance centre in order to trace members of their family or loved ones should note the following.

The entrance is on Elverton Street SW1 (just off Vincent Square).

The closest tube stations are Victoria or St James's Park.
The closest rail is London Victoria.

Anyone coming to the centre will be asked to provide ID and possibly the name of the family member/loved one missing. They will then walk through a security arch and bags will be searched. There will be Family Liaison Officers at this point to assist in the entry.

Due to the space provided, families and loved ones are asked not to bring more than three other family members, friends or loved ones.

We would ask that witnesses do not present themselves to the Family Assistance Centre - they must call the Anti-Terrorist hotline on 0800 789 321, we will be unable to take witness statements at the reception centre.

This is not a place for any members of the public wishing to volunteer to come - whether trained or untrained. Whilst we appreciate their desire to assist, this centre is manned by fully trained family liaison officers and trained individuals from other agencies.

NOT FOR PUBLICATION: We would like to reiterate our request to the media NOT to attend the family reception centre and to respect the privacy of family members and loved ones who are going in to the centre.

14.23
NON ATTRIBUTABLE: A space has been set aside in Russell Square Gardens for people wanting to leave flowers in memory of those killed or injured in the terrorist attacks. Flowers can also re placed at Victoria Embankment.

Camden Council street wardens will be on hand at King's Cross to direct the public to Russell Sq Gardens.

Anybody wishing to leave floral, or other tributes, in memorial to the victims of the London terror attacks, should leave them inside Russell Square, King's Cross and Euston areas which direct people to where they can place their tributes.

A book of condolence has been opened by Camden Council and is available in the reception area of the Town Hall, Judd Street.

Speaking at 17.06 on 12.7.05 at QEII Media Centre

Assistant Commissioner Specialist Operations, Andy Hayman said:

'It is now nearly a week since more than 50 people were murdered and several hundred injured in an appalling terrorist attack here in London. Innocent people going about their daily lives, be it as tourists, working, or simply living here as residents have been affected.

'From that moment on, as the Commissioner declared last week, police have worked painstakingly to put together every shred of evidence we could to mount what we want to be a successful investigation. I’d like to thank at this juncture the support of everyone. The media, the communities and those trying to live, work and visit London. Their patience has been a very important ingredient to get to where we are now.

'To give us all some idea of what the team have been working through I would like to describe some of the activity we’ve been engaged in. Several hundred witness statements have already been taken, over 1,000 actions have been raised, many of them prompted by some very useful and constructive calls from the public to our Anti-Terrorist Hotline. Doesn’t that say an awful lot about our communities here in London and across the UK? In addition, we have seized and started to view more than 2,500 CCTV tapes, and these are being urgently viewed for obvious reasons.

'I would now like to ask DAC Peter Clarke, head of the Met’s Anti-Terrorist Branch, to update you on today’s developments in the investigation.'

Deputy Assistant Commissioner Peter Clarke, head of the MPS Anti-Terrorist Branch and National Co-ordinator of Terrorist Investigations, said:

'As you are obviously all aware we are conducting a complex and intensive terrorist investigation. I can tell you that this investigation is moving at great speed.

'The investigation led us to have concerns about the movements and activities of four men, three of whom came from the West Yorkshire area.

'We are trying to establish their movements in the run up to last week’s attacks, and specifically to establish if they all died in the explosions.

'Today we executed six search warrants issued under the Terrorism Act at premises in the West Yorkshire area.

'These included the home addresses of three of the four men to whom I have referred. A detailed forensic examination will now follow. This is likely to take some time to complete.

'We have identified CCTV footage showing the four men at King’s Cross station shortly before 8.30am on that morning of July 7.

'One of the men who set out from West Yorkshire was reported missing by his family to the Central Casualty Bureau shortly after 10pm on Thursday, July 7. We have now established that he was joined on his journey to London by three other men.

'We have since found personal documents bearing the names of three of those four men close to the seats of three of the explosions.

'As regards the man who was reported missing, some of his property was found on the Route 30 bus in Tavistock Square.

'Property in the name of a second man was found at the scene of the Aldgate bomb. And in relation to a third man property in his name was found at the scene of both the Aldgate and the Edgware Road bombs.

'We also have very strong forensic and other evidence, that it is very likely one of the men from West Yorkshire died in the explosion at Aldgate. This, of course, is subject to formal confirmation by the Coroner.

' The investigation is still in its early stages. As and when we find areas where the public can be of specific help, we will of course give more information and ask for their help, which we know will be forthcoming.

'However, I would like at this stage to thank the public for all the support and assistance they have already provided. It is invaluable.

'At one of the searches in West Yorkshire, some material has been found which has caused West Yorkshire police to take measures to ensure that there is no risk to the public. The investigation of what has been found will be a detailed and lengthy exercise.

'At Luton a vehicle has been found in the station car park which we suspect is connected to this investigation. Again, steps are being taken to ensure that there is no risk to the public.

'One man has been arrested in West Yorkshire and will be brought to London to be questioned.

'I am sure you will understand that in this fast moving and very complex situation, it would not be appropriate for me to answer questions about other aspects of the investigation. My absolute priority is the safety of the public. We will give you further information as and when it’s possible in the future.”

Assistant Commissioner Andy Hayman, head of MPS Specialist Operations, said:

'I understand that times like these can be very difficult for our communities. There is a need to be reassuring and ask for calm. The excellent relationship the police service right across the UK enjoys with our communities will be there to support, encourage and reassure.

'I said only a couple of days ago that it is at times like these that communities bind together. I want to conclude by making it absolutely clear that no-one should be in any doubt the work last Thursday is that of extremists and criminals. So, that being the case no-one should smear or stigmatise any community with these acts.'

21.19
There have now been a total of 11 people who have been identified by the Identity Commission.

At this stage only one inquest has been opened and adjourned - that of Mrs Susan Levy on 11.7.05.

Eight inquests will be opened tomorrow (13.7.05), including those of Jamie Gordon and Phillip Russell, and two inquests will open on Thursday 14.7.05.

Investigative update from the Anti-Terrorist Branch.

DAC Peter Clarke, head of the MPS Anti-Terrorist Branch, speaking at Queen Elizabeth II Conference Centre on 14.7.05

"Good afternoon.

It is now exactly one week since London was attacked by terrorists. The police investigation into those attacks has uncovered a vast amount of information, and we now have a much clearer understanding of what happened. This has been, and still is, a fast moving investigation with new leads emerging by the hour.

However, it is still in its early stages. We need to establish a number of things. Who actually committed the attack? Who supported them? Who financed them? Who trained them? Who encouraged them? This will take many months of intensive, detailed investigation.

So far, we have taken more than 500 witness statements. We have seized and are analysing more than 5,000 CCTV tapes. This number will grow dramatically. The detailed forensic examination of the scenes of the attacks continues. Many vital clues have already emerged from that examination. We are also conducting detailed searches at premises in West Yorkshire and in Aylesbury, Buckinghamshire.

All of this information is being assessed and investigated.

There has been enormous public interest as to the progress of the investigation. The media have obviously tried to meet that interest. Much of the reporting has been accurate, and some has been speculative. I would like to reassure the public that we will only officially release information when we are entirely sure that it is accurate. This can mean that some items of information appear in the media before we can officially confirm them.

I can this afternoon confirm the identity of a second man who travelled from West Yorkshire and who died in the explosion at Aldgate. He was Shahzad TANWEER, aged 22.

We believe that he is responsible for carrying out the attack.

In relation to the third man who travelled from West Yorkshire, the position remains that property in his name was found at the scene of both the Aldgate and the Edgware Road attacks, but we have not yet been able to gather forensic evidence to confirm that he died in any of the explosions.

We now believe that we know the identity of the fourth man who arrived in the group at King's Cross. We have just received forensic evidence which makes it very likely that he died in the explosion at Russell Square. Formal identification is of course a matter for the Coroner.

I would like to make a specific appeal in relation to the events leading up to and including the explosion to the Number 30 bus.

We have this afternoon released a CCTV image and a passport photograph of Hasib HUSSAIN, aged 18, who died in the explosion on the bus in Tavistock Square.

We now believe he was responsible for carrying out this attack which claimed the lives of 13 people.

The picture shows Hussain at Luton train station at approximately 7.20am on the morning of July 7. We know he travelled from West Yorkshire and that he arrived in London with three other men.

You can see from the CCTV image that he was carrying a rucksack.

We need to establish his movements between 8.26am at King's Cross and 9.47am on the no. 30 bus when the explosion occurred.

Did you see this man at King's Cross? Was he alone or with others? Do you know the route he took from the station? Did you see him get on to a No 30 bus? And if you did, where and when was that.

We are also keen to speak to everyone who was on that No.30 bus who may not yet have contacted us.

The bus started its journey at Marble Arch at 9 o'clock. By five past nine it was in Gloucester Place, and at ten past nine in the Marylebone Road. By 9.30am it was in the Euston Road near the junction with Gower Street, heading East. The closure of Kings Cross Station, because of the attack on the Underground, meant that the bus had to be diverted from its normal route, to travel south into Woburn Place and Tavistock Square.

The explosion occurred in Tavistock Square at 9.47am.

If you have any information I would urge you to contact the free confidential Anti-Terrorist Branch hotline on 0800 789 321.

We estimate that there were approximately 80 people on the bus when the explosion occurred.

I would appeal to anyone who was a passenger on that bus, if they have either not contacted or been spoken to by the police, to contact the hotline.

Yet again, I would like to thank the public for their support.

We will give you further information as and when it's possible in the future. May I conclude by repeating the Metropolitan Police Anti-Terrorist Branch Hotline number of 0800 789 321. Thank you."

17.05
NOTE: We are issuing an image showing the route of the number 30 bus targeted on 7th July. It shows the normal route taken by the no. 30 including timings at various points on the route. The timings are from Transport for London.

The bus started its journey at Marble Arch at 09:00. By 09:05 it was in Gloucester Place, and at 09:10 in Marylebone Road. By 09:30 it was in the Euston Road near the junction with Gower Street, heading East. The closure of Kings Cross Station, because of the attack on the Underground, meant that the bus had to be diverted from its normal route, to travel south into Woburn Place and Tavistock Square.

The explosion occurred in Tavistock Square at 09:47.

NOT FOR PUBLICATION: There have been rumours circulating that the final death toll from the terrorist attacks on July 7th could rise to approximately 75. There appears to be some misunderstanding around this figure. There are currently 76 Family Liaison Officers deployed. This does not reflect the likely final death toll as FLO’s are also assigned to families of some of the injured and where relatives live in multiple locations more than one FLO is deployed.

Now that forensic examinations of the crime scenes are nearing conclusion it is not anticipated the final death toll will rise significantly above the current figure of 53.

22.39
A man has died at the National Hospital for Neurology, Queen Sq, WC1 this evening (14.7.04), following treatment after he came to the hospital following the explosion on the bus.

This brings the confirmed number of dead to 54. Sadly we anticipate this will rise. The confirmed fatalities are:

26 from the Kings Cross/Russell Sq incident;
14 from the bus.

To date the Identity Commission has identified 25 of the victims of the terrorist explosions.

We are aware of emails in circulation that advise the reader of the threat of another terrorist attack.

Following the attacks of July 7, extra policing patrols have been put in place across London, with officers from the MPS, City of London Police and British Transport Police providing visible reassurance, advice and support, and also to act as a deterrent.
All police forces are reviewing their own counter-terrorist plans, undertaking community assessments and considering appropriate extra patrols in potentially vulnerable areas and transport hubs.

However, we are not aware of any specific threat at this time.

We would advise the public to remain alert and vigilant, and to inform police of anything they see or hear that is suspicious. The confidential Anti-Terrorist Hotline number is 0800 789 321.

NOT FOR PUBLICATION: We would remind media of the Commissioner's standing request not to publicise hoaxes.

Victim [37] has been identified as Monika Suchocka, 25 years, a Polish national who was living in the Holloway area.

Detectives from the MPS Anti-Terrorist Branch have been granted a warrant of further detention at Bow Street Magistrate’s Court for a 29-year-old man arrested on 12.7.05 in the West Yorkshire area on suspicion of the commission, instigation or preparation of acts of terrorism under the Terrorism Act 2000.

The man can now be detained until Tuesday 19.7.05 and he continues to be interviewed at a central London police station.

16.45
Detectives from the Met's Anti-Terrorist Branch, supported by police from a number of forces across the country, are continuing the lengthy and painstaking investigation into the detail of the attacks in central London on 7th July.

The police investigation into the four bombings has led to the discovery of a substantial amount of information and many leads are being actively progressed. We are determined to follow the evidence wherever it takes us as our understanding of what happened on that morning grows.

The police continue to conduct searches at a number of addresses. We have now executed search warrants at a total of ten addresses in West Yorkshire and a further address in Aylesbury, Buckinghamshire. Searches have now been completed at three of the addresses in West Yorkshire, but the remainder are still ongoing. Any items found will be carefully assessed and investigated.

Police have been granted a warrant of further detention at Bow Street Magistrate’s Court for a 29-year-old man arrested on 12th July in the West Yorkshire area on suspicion of the commission, instigation or preparation of acts of terrorism under the Terrorism Act 2000. The man can now be detained until Tuesday 19.7.05, and he continues to be interviewed at a central London police station.

We have also taken more than 800 witness statements and have received 3,500 calls from the public through the anti-terrorist hotline. We are analysing more than 6,000 CCTV tapes and this number is still growing dramatically. Together with the material being gathered from examination of the explosion scenes and the other searches being conducted this is providing us with a large amount of information. Further detailed analysis will take many months of intensive and detailed investigation.

After continued forensic work we now believe we have identified the four men who travelled from Luton and were later seen on CCTV at King's Cross shortly before 8:30am on Thursday 7th July.

We can now confirm the identity of a third man who travelled from West Yorkshire and who died in the explosion at Edgware Road. He was Mohammed Sidique KHAN, aged 30. We believe that he was responsible for carrying out that attack.

We can also now confirm the identity of a fourth man who arrived in London with the three men from West Yorkshire and then died in the explosion between King's Cross and Russell Square underground stations. He was Germaine LINDSAY, aged 19. We believe that he was responsible for carrying out that attack.

We have previously named Hasib HUSSAIN, aged 18, who died in the explosion on the bus in Tavistock Square, and Shahzad TANWEER, aged 22, who died in the explosion at Aldgate. We believe that they were responsible for carrying out these respective attacks.

Formal identification for all of these people is a matter for the Coroner.

DAC Peter Clarke, head of the Anti-Terrorist Branch, said today:

"The investigation continues on many fronts, but we have been very grateful for the contribution made by the public in response to our previous appeals. However, we still need to find out more about these four men and their movements, both on the morning of the bombings, and in the days and weeks beforehand.

"We are this evening releasing a CCTV image showing the four men at Luton train station at approximately 7.20am. We know they travelled together from here on a Thameslink train to King's Cross in central London.

"I would like to appeal to anyone who may have information that could prove useful to the investigation to contact us. Did you see these four men together travelling between Luton and King's Cross on 7th July? Did you see these four men together in the days before the attack? Do you have information on any of these four men?"

Anyone who has information that could help the investigation is asked to contact police on the confidential Anti-Terrorist Hotline on 0800 789 321, or electronically online via www.police.uk

The MPS Commissioner, Sir Ian Blair, addressed a meeting of the Three Faiths Forum (Christian/Muslim /Jewish trialogue) in central London today (19 July 2005).

The Commissioner spoke about the need for dialogue between different faith communities at this time and that it was only by the Muslim community engaging with the authorities that terrorism could be tackled. He said it was vital that the “moment was seized” in terms of engagement by the Muslim community in helping to identify vulnerable young people who were heading towards extremism. He described the recent terrorism attacks in London as un-Islamic but done in the name of Islam and said they were a “perversion” of the ideology.

He also stressed that it was essential for the MPS to be far more representative of minority communities particularly Muslim, Hindu, Sikh and Jewish communities.

Working with organisations such as the Three Faiths Forum is vital. Founders of Three Faiths Forum who were at the advisory board meeting, Sir Sigmund Sternberg and Sheikh Dr Zaki Badawi, welcomed the comments from the Commissioner and said they appreciated all the hard work being carried out by the emergency services.

CCTV FILM REVEALS 7th JULY LONDON BOMB SUSPECTS CHECKED TARGETS WEEKS BEFORE

The Metropolitan Police Anti-Terrorist Branch investigation into the London tube and bus bombings on the 7th July has now established that three of the four men believed to have been responsible for the explosions had made a previous visit to London on Tuesday 28th June. They made the same journey as on 7th July, travelling from Luton train station to London King's Cross station before travelling on the London Underground tube train system.

Detectives initially began making enquiries about their movements on this date as a result of train tickets and receipts found during searches of addresses linked to some of the suspects. That led to the seizure and examination of further CCTV material relating to 28th June 2005.

Detailed scrutiny of CCTV film recovered from Luton train station has revealed that Mohammed Sidique Kahn, Shahzad Tanweer and Germaine Lindsay met there at approximately 08:10am. They bought tickets and shortly afterwards boarded a Thameslink train to London King's Cross where further CCTV shows them arriving and moving through the train station at approximately 8:55am. The three men are then seen together again at Baker Street station at around mid-day, and then pictured again back at King's Cross station at 12:50pm. They then board a Thameslink train to return to Luton, arriving back at approximately 13:40pm.

It is believed the visit on 28th June might suggest the suspects were carrying out reconnaissance of potential targets on the London transport system and checking the time of the journey they intended to take on the day of the attack. Other cases here and abroad have suggested that terrorists do visit possible targets as part of their planning; checking layouts, timings and security before carrying out attacks. The CCTV evidence suggests the three men were in London for three hours, and during that time they may have separated. Police are continuing to examine further CCTV to see if further details of their movements on that day can be established.

The careful systematic review of CCTV material has already been a major factor in the investigation and has led to several important developments, including the early identification of the four men we believe were responsible for the explosions. More than 80,000 CCTV recordings have been taken for examination as part of the enquiry. Detectives have also now taken in excess of 3,000 witness statements and more than 6,000 separate police actions have been recorded on our system. Police have carried out searches at 15 locations including a landfill site, recovering nearly 30,000 different exhibits. More than 1,000 of those exhibits have been taken from the flat in Alexander Grove, Leeds, where we believe the explosives used on 7th July were made. The search of that address has only recently been completed and took longer than six weeks. Many of the searches have involved detailed fingertip and forensic searches by specialist officers.

Andy Hayman, Assistant Commissioner for Specialist Operations at the Met, said: "The investigation is making significant progress and those working on it are committed to finding out as much as is possible about the explosions on 7th July and those responsible for them. The assessment and investigation of all the material recovered is a colossal undertaking.

"Some of these enquiries involve complex and meticulous scientific and forensic processes that are in themselves time consuming and demanding. Some of the other evidence takes weeks to assimilate and assess simply through the sheer scale and quantities of evidence being dealt with.

"As an example, the process of checking all of those CCTV tapes is in itself a lengthy one and will continue for some months. This involves the painstaking piecing together of a patchwork of different film from thousands of different cameras to put together a chronology of movements. It requires a great degree of motivation and attention to detail by the officers involved as they sift through hundreds of hours of footage for what may be just a few vital moments of relevant material. The investigation is one of the most complex and wide-ranging that we have faced, but it continues to make progress and we are confident our continued efforts will bring further results."

Detectives investigating the terrorist attacks in London on July 7 have released a further image of the man believed to have been responsible for the explosion on the Number 30 bus.

Hasib Hussain is captured on CCTV in the main concourse of King's Cross mainline railway station at 09.00 on July 7.

Police know that on his arrival in London the man walked around the King's Cross area and believe he walked towards Euston Station.

Officers also believe that when he got there he may have boarded a bus. At some point he then boarded the Number 30 bus where an explosion occurred at 09.47.

Andy Hayman, Assistant Commissioner Specialist Operations, said: "We are always looking for evidential opportunities. We cannot discount anything.

"We would ask the public to think if this photograph triggers off anything they may remember. Were they in that area? Do they recognise themselves by clothing in that picture? Does the photograph prompt any other recollection? We would urge people to come forward and contact the confidential Anti-Terrorist Hotline on 0800 789 321."

Imran Yaqub Patel [22/8/78 - 27 years, a housing officer, of 52 Ouzelwell Crescent, Thornhill Lees, (correct), Dewsbury, West Yorkshire, was today (27/10/05) charged as follows:

On 20/10/05, at Huddersfield, you caused wasteful employment of the police by knowingly making to Mazher Mahmood a false report tending to show that you had information material to a police inquiry. Contrary to Section 5(2) of the Criminal Law Act 1967.

He will appear at Leeds Magistrates Court this afternoon [27.10.05].

Following the sentence of Imran Patel at Leeds Magistrates Court today (25/11/05) DAC Clarke, head of the Met's Anti-Terrorist Branch, said:

"The actions of this man diverted essential police resources from the ongoing Anti- Terrorist Branch investigation in to the terrorist atrocity on July 7 when 52 people were murdered.

"On becoming aware of his claims we had no option, but to launch a full investigation into what were the most serious allegations, including claims that he knew of another person who was ready to launch an attack in Britain.

"Thousands of police hours were wasted as urgent inquiries were carried out nationwide.

"This man made up a pack of lies which were clearly borne out of greed without any consideration of the enormous impact and further distress they would have on the injured and the families and friends of the victims.

"We must also remember that his claims would have had a tremendous impact on the wider public who understandably and quite rightly remain concerned about the threat from terrorism.

"I hope that the sentence will prove to be a deterrent to any individual who has any misguided thoughts of carrying out similar actions."

London Resilience Partnership Statement:

"The events of 7 July were unprecedented in London, as was the challenge they presented. On that morning London's emergency services and transport workers mounted their biggest ever response to a terrorist attack. It was a response characterised by partnership and professionalism, and reflected the contingency plans that had been honed and tested over four years.

There were some incredible acts of bravery and everybody on duty from the emergency services, transport staff, health, local authorities, voluntary agency staff and Londoners stepped up and delivered their best on what was far all a day of unspeakable tragedy. There can be no doubt that lives were saved thanks to the efforts of everyone involved in the response.

The sheer scale and unique nature of events on 7 July mean that naturally there will be lessons to learn about our response. Some issues have already been recognised and acted upon, such as communications systems and problems with radios underground. Any useful contribution to ensuring that London is as well prepared as possible to deal with future emergencies is welcome.

We shall study the report's recommendations closely and take on board any additional lessons, whilst never forgetting the professionalism and individual acts of heroism that characterised London's response to the bombings."

Phil Woolas Ken Livingstone
Minister for Local Government Mayor of London
Chair Deputy Chair

On behalf of the London Resilience Forum

In view of speculation in the media, the MPS would like to make it clear that we have no knowledge of any technical device being fitted to Mohammed Sidique Khan's car prior to the July 7 bombings.

We are not prepared to discuss this any further.

Investigations continue into the events of last July.

Speaking today, Deputy Assistant Commissioner Peter Clarke, head of the Metropolitan Police Service Anti-Terrorist Branch, said:

"As we approach the anniversary of the terrorist attacks on the people of London in July 2005, we find ourselves at a time when it is right to remember and to reflect. To remember the victims of the attacks, to recall the ghastly carnage that was brought to our city, and to understand that for so many, the suffering continues.

"It is also time to reflect, and perhaps this is a time for sober and mature reflection. The very nature of terrorism is such that it is intended to frighten, to intimidate. The terrorists want to create an atmosphere in which we lose our sense of proportion, in which the British public are not sure who or what to believe. As a police officer, as an investigator, I honestly believe that an open and informed public debate is one of the strongest weapons we have in our armoury.

"I have to say that it sometimes feels as if the public are not well informed about the reality of the threat, or indeed the work that is being done on their behalf to try to keep them safe. Sometimes that is because of the secrecy that is inevitable when dealing with global terrorist threats, and with secret sources of information. At the same time, there are some things that we would like to be able to tell the public, but can't for very good legal reasons. With terrorist cases taking anything up to two years or longer to come to Court, it means that the public are unaware of many important things that have happened in this country. That is a pity, and it means we must guard against blame, recrimination, speculation or myths taking the place of solid public information.

"Today, in addition to remembering the victims, I would like to focus on four key areas. To update you on the investigation into the attacks last July, to reflect on what else has happened in counter-terrorist investigations since then, to remind ourselves of the sheer scale of what will be coming before our criminal courts in the months ahead of us, and to consider the relationship between the police and the Muslim communities.

"It is one year on since 52 people were murdered and 700 others were injured in the London terrorist attacks - and the investigation is still intensive and developing. Detectives are still assessing, analysing and acting on the vast amount of information that has been gathered.

"A great deal of progress has been made, but much remains to be done. This includes the viewing and analysis of CCTV, and continued scientific and forensic examination. This is an extremely complex process.

"To give you an idea of the scale of the investigation, I will share some statistics with you. But please remember that statistics alone do not capture the determination of everyone involved to follow every lead, to explore every possibility, and to eliminate the irrelevant or misleading. I would like to reassure the victims, relatives and friends of those who died and suffered in the attacks that this investigation has an unwavering focus on finding the truth as to what lay behind the attacks.

"Officers have taken 13,353 witness statements, there are over 29,500 exhibits, and more than 6,000 hours of CCTV footage.

"We are following many lines of inquiry - both here in the UK and overseas. As I have previously said we need to know who else, apart from the bombers, knew what they were planning. Did anyone encourage them? Did anyone help them with money, accommodation or expertise in bomb-making?

"The public, particularly the families of the victims and survivors, need to find out as much as possible about the events leading up to the attacks. We want to share as much information with the public as possible, but at the same time it would be irresponsible for us to publish information that might hinder the investigation or possibly prejudice any future criminal proceedings.

"Inevitably there has some speculation about the investigation, some of which has been accurate, some of which has been inaccurate. Wherever we can we respond to this to give accurate guidance, but this is not always possible.

"The level of counter-terrorist investigations has intensified during the past twelve months. There has been an unrelenting demand for intelligence to be investigated and operations conducted to arrest suspects or disrupt terrorist activity when judged to be appropriate. The Metropolitan Police Anti-Terrorist Branch have around 70 current investigations, spanning London, the UK and the globe. That is the nature of what we face. The defence of the capital often starts many thousands of miles away.

"We believe that since July last year we have disrupted three, and probably four attack plans in the UK. Three of these have been, or will be the subject of criminal trials and one was the subject of another form of disruption. So far as the trials are concerned, the allegations will include conspiracies to commit murder, to cause explosions, to mount attacks through the use of poisons, and making plans for terrorist attacks.

"I hope this goes some way to explaining why we need to intervene whenever we can in terrorist activity.

"In the past we used to try and arrest the terrorist at, or near, the point of attack, but the changing nature of terrorism means that we cannot do that before intervening - the risk to the public is simply too great.

"We have to give ourselves the opportunity to intervene at earlier stages - to attack the fundraising, to disrupt the logistics, to detect hostile reconnaissance - because when we get to the point of attack the options are too limited and too dangerous.

"There are some 60 individuals awaiting trial in the UK for terrorist related offences. This is unprecedented, and the flow of new cases shows no sign of abating - if anything it is accelerating. These cases by their very nature are complex and as a result are likely to take some time to come to trial. Some of the cases relate to individuals, some to networks. Even more alarming than the gravity of the allegations, are two other factors. The first is that the majority relate to the activities of British citizens against their fellow countrymen, and second is the extreme youth of some of those charged.

"I would like to place on the record at this point that bringing charges in these difficult cases has been achieved because of the level of collaborative working between all parts of the UK Counter-Terrorist machinery. One of the more frustrating myths that has recently reappeared is that the police and the Security Service are not working together, or are not sharing intelligence, or are blaming each other when things do not go to plan. This is untrue, mischievous, and can only give comfort to our enemies.

"The bedrock of British policing has always been to work with, for and on behalf of the communities we serve. This has never been more true than in the field of counter-terrorism. But it also gives enormous challenges. Terrorism will never be defeated by law enforcement alone. We must redouble our efforts to work with Muslim communities to win their trust, help them reject extremists and to respond to their fears when they feel threatened.

"By the very nature of the threat we face and the duty we as police have to take action to protect all communities, there will be shocks to our relationships with the public, and in particular the Muslim communities. We must make sure the trust and linkages are strong enough to survive those inevitable shocks. We must learn from events, explain what we do, and share as much information as we can. It will not be easy, but we must persevere.

"I would like to place on record my thanks to the public, and in particular the Muslim public for their support and understanding in what are sometimes difficult times.

"As we remember those who suffered as a result of the attacks last July, and reflect on what has happened since, it would be remiss of me not to remind the public that the threat remains. The role of the public in helping us to keep them safe will be critical.

"The public should remain alert and be aware of what is happening around them.

"I would encourage anyone who has not yet spoken to police and may have information about the attacks on 7/7, or any other terrorist-related activity, to contact the confidential Anti-Terrorist Branch Hotline on 0800 789 321.

"We do understand that members of the public might have reservations about contacting police because they may be worried that their friends or family may find out, or their suspicions may prove to have innocent explanations. We would like to reassure the public that all calls to the Hotline are treated in the strictest of confidence and, very importantly, all information received by the Hotline is thoroughly researched and investigated before any police action is considered.

"I can reassure the public that the Met are committed to discovering all we can about the events leading up to the July 7 attacks and will share information about the continued progress of the investigation as and when we are able."

Andy Hayman, MPS Assistant Commissioner, Specialist Operations, said: "We are aware of the tape and this will form part of our investigation.

”There can be no doubt that the release of the video at this time can only cause maximum hurt and distress to the families and friends of those who died on 7/7 and the hundreds of people who were injured in the terrorist attacks.

“We are sure that the overwhelming majority of all communities are united in condemning any attempt to justify last year's terrorist attacks in London.

“We would like to reassure the public that police are doing all they can to ensure their safety. It is important that people continue to go about their daily lives as normal, to do otherwise would mean the terrorist has won. "

A number of police officers and staff who were among the 'first responders' to the July 7th terrorist attacks will join Commissioner Sir Ian Blair and members of the MPS Management Board along with Metropolitan Police Authority Chair Len Duvall and Chief Executive Catherine Crawford outside New Scotland Yard at 12 noon today to mark the two minutes silence in honour of the victims of the attacks.

'Today is a day of remembrance for all those who were killed or injured on July 7th 2005 and our thoughts are with them, their families and their friends,' said Sir Ian.

'The events of that terrible day have had an ever-lasting impact on hundreds of people and for many the suffering continues.

'For the police and other emergency services July 7th 2005 was the day when what we feared and planned for became a dreadful reality.

'Despite the scale and horror of the attacks our staff responded with bravery, professionalism and resilience and I am very proud of each and every one of them for what they did that day and in the days and weeks that followed.

'Sadly the terrorist threat that came to such dreadful fruition that day is still with us but as the response to the attacks so powerfully demonstrated, London is a strong, vibrant and diverse city that will survive. '

The Commissioner and other MPS staff will also be attending a commemorative service for victims and survivors in Regent's Park this evening.

This morning (Friday 22nd September 2006) two reports will be published into lessons learned from the 7 July bomb attacks on London.

The first report is from the Home Secretary 'Addressing lessons from the Emergency Response to the July 7 2005 London Bombings'. In addition to this the London Regional Resilience Forum will publish the Multi-Agency Debrief 'Looking Back, Moving Forward.'

The events of 7th July 2005 will remain in the memory of Londoners forever, and the thoughts of the MPS will remain with all those affected. The primary function of the Emergency Services, in particular the police, is to save lives, rescue the injured and catch those responsible.

On the 7th July there were many acts of unbelievable heroism by police officers and other emergency services colleagues, partner agencies and Londoners. This has been recognised by the Government. We recognise that in these circumstances people feel vulnerable and frightened, and understand the need for all agencies to address how those wider victims who were involved in this incident are dealt with.

On the day Casualty Bureau dealt with an unprecedented level of demand and we do not believe there is any system in the world that could have dealt with that volume of calls. However, nationally changes have been made to increase the capacity in the future.

An assistance centre had never been needed before in the UK and it was only created as a result of rapid multi-agency improvisation. With our partners we have learnt from this and changes have been made.

Whilst we appreciate that a number of people caught up in the bombings left the scene without any contact with the Emergency services, this does need to be seen in the context of what we were dealing with. Officers' first priority was to save lives, rescue the injured, and preserve and save vital evidence. This was all happening whilst hundreds of thousands of people were being evacuated from the underground network. We will do everything we can to provide the best possible service and care for those caught up in such an incident but during an attack of this scale it is inevitable that police have to prioritise.

Assistant Commissioner Tarique Ghaffur, in charge of Central Operations, said:

"I believe it is important that we do not lose sight of the truly magnificent response that we delivered on that terrible morning last July. The events that took place that day were unprecedented in London, and the UK. The loss of life and impact upon communities was unlike any previous terrorist attack we had suffered.

"The hours that followed the bombings were filled with uncertainty, pain and fear. It was in this environment that we, with our partner Emergency Services, mounted our biggest ever response.

"It was a response characterised by partnership and professionalism. It allowed lives to be saved, the injured to be rescued, evidence to be gathered and London to be returned to normality within a short space of time. That response was only possible due to the way in which all of you stepped up to the mark and delivered beyond the call of duty.

"There have been lessons we have learned, and there will be lessons to learn in the future. I know that Londoners should be reassured that should such a response be necessary again we would deliver for them and it would be truly professional.

"Commander Bob Broadhurst is leading on implementing and reviewing all of the actions and learning that we have captured.

"The Commissioner, Sir Ian Blair, and all of Management Board are proud of the way everyone involved in this response did their duty and fully played their part in this unique response to the events that day."
