REPORT 159: I.E. FOSTER FAMILY FAILURE

Child: Derek Anthony Bauer, aged 12
Foster Family: Mr. and Mrs. Reynolds
Date of Foster Agreement: June 12th
Date of Child's Return: August 6th of the same year

Incident Report: Family reported that for the first week, Derek appeared to be settling in better than hoped. June 24th, family reports that Derek had been missing for two days and his belongings were missing. June 28th, Derek is found by police sleeping in an abandoned subway station and returned to the Reynolds. Derek is placed in counseling and evaluated by a psychiatrist, but no useful information is gathered.

July 5th, family reports that they are having trouble controlling Derek, and that he will disappear for hours at a time. At this point, they still wish to keep Derek, claiming they want to set him on a straight path. July 9th, family takes Derek to the hospital for a possible concussion and broken wrist after engaging in a fight.

July 20th, family reports that they are worried about Derek's physical and mental health. They claim he has not spoken to them since returning from the hospital, but appears to have been in another fight. No incidents reported for the remainder of July.

August 4th, family finds that Derek has stolen copious amounts of alcohol from them along with large sums of cash. August 5th, family breaks Foster Agreement and Derek is brought back into our care.

Evaluation: No fault on the Reynolds' part. Derek has now been placed with eight foster parents unsuccessfully and returned to our care after complaints of aggression and theft. Child appears to be unsuitable for foster care and should remain in these facilities until such a time as he may care for himself.


CANDIDATE PROFILE; NOAH PROJECT

Date of Evaluation: January 28th
Candidate: Derek Anthony Bauer, aged 14, in foster care

Evaluation: Candidate has shown exceptional attention to detail and excelled in problem solving aspects of the evaluation. He appears to have a problem with authority figures, and would likely do best working on his own or with others on equal ground. He expressed interest in creating and building new materials, which his aptitude exams seem to support. Possible careers for candidate, keeping these interests in mind, could include scientist, engineer, architect, or researcher. Candidate has a history of aggression in foster care that I believe will decline, as the psychiatric profile states. He has developed a very small amount of close ties with others his age and is shown to be very loyal to them, which could be a positive quality in the new colony.

Recommendation: Mr. Bauer is a perfect candidate for the Noah Project and will be a great asset after being given a thorough education in one of the aforementioned skills.

PERSONAL REPORT

i don't see why everyone keeps telling me writing about myself is a great way to let out frustration. this is ridiculous. what the hell am i supposed to write? dear diary, my name's derek and i had a shitty day. a shitty life, really. that sounds stupid. men who just turned eighteen don't write in diaries. jesus. now the psychiatrist is glaring at me. he's the one who forced me to do this in the first place. said it would keep me calm. i'm not going to be calm until i'm off this damn ship. it's too crowded and cramped and i can't get away from anyone. it's only been two years and i'm already climbing the walls. i need a good fight but everyone on this ship is a goody-two-shoes and won't step a foot out of line.

maybe once we land it'll get better. at least i won't feel so closed in all the time. but that's still years away. i need to figure something out before i burst. seriously, this isn't helping at all. actually, i feel worse. fuck this. i'll just work out until i drop again. give the psychiatrists another field day. here's hoping i never have to write in this again. - d.a.b.
