Fennel is the man. At least, he thinks so. At school everyone knows who's in charge, even the teachers, and he lets everyone know with brute force. His parents encourage it, see it as practice. They say that if this Hunger Games thing is going to be real that they'd be proud to have their son compete win. Even better if he really gets to kill his competitors. Nothing shows you've got real mettle than gutting a fourteen year old in his sleep, right? He's the one knocking around girlfriends and spitting at the elderly. A real fine representative for his district.

Coriander is the quiet one. She's quite popular at school but only by association, really. Her best friend is Petra and that friendship formed long before either of them had reached school-age. Her Father has recently been honored with the opportunity to train the incoming peacekeepers, mostly because all of the Corianders are very good at putting their heads down and staying out of trouble. How she'll make it in the Hunger Games is questionable but hopefully if she just lays low she'll manage to avoid that.

What do you get when your husband becomes impotent at 25 and refuses to seek the herbal assistance of the district's medic? A very horny housewife. Fausta loves her husband, she really does, but a woman has needs. And Petra is very good at fulfilling them. She's been having an affair with the teenager for a little over a year and it's beginning to get complicated. Fausta hasn't had a 'time of the month' for three months. Could it be early onset menopause? Or perhaps....? But no..that'd be impossible, right? After all, she hasn't slept with her husband in well over five years.

Cress is a volunteer. But he isn't just any volunteer. He is the only volunteer from the Capitol. He served under Decimus in the war and thought that getting out there and becoming personally responsible for the humiliation and punishment of the disobedient district dwellers would be a great way to impress his superior. But so far it's just been a lot of dull training. And now that they're starting to train in the field he's been partnered with a pansy named Lymon that's completely uninterested in enforcing even the smallest of laws. She looked particularly perturbed when he jailed a nine year old for spitting on the ground, in fact.
When the Capitol asked for 'volunteers' to move to District 2 and become Peacekeepers Lymon was not one of the volunteers. She had four sisters and three brothers, 10 cousins, and two sets of parents to help take care of. Her Father's new wife was pregnant again and it seemed like every time there was a new mouth to feed it fell on her to provide the extra. But now the Lymon family is on their own and she's off to become a peacekeeper. She's been partnered with Cress for the remainder of her training and it doesn't look promising.

Petra has a thing for cougars. It's strange, ever since he was a toddler he always chased the girls much much older than himself. He's charming and talented and everything the girls at school could ever want but there's just something about age that perfects a woman. And he's found perfection is Fausta, the mayor's wife. He's only confided in his best friend Coriander about the relationship but he's certainly struggled with keeping it to himself. After all, he's found the love of his life.

Born to a lumberjack and a basket-weaver, Rooteny was practically born and raised in the forests of Seven. Not a day passes that she doesn’t steal away into the woods, to lay in the sun, climb trees, and pick flowers to bring home. She hasn’t known much hardship in her life; at least, she hasn’t until now. Her parents have been accused of helping rebels in Seven, and were executed, leaving her and her younger brother homeless and with nothing more than her after-school job to keep them afloat.

Rooteny hasn’t begun to come to terms with the loss of his parents, and it will be a while until he will. He won’t speak except to his sister, and even then, he won’t string more than a few words together. The last time he looked in a mirror, he saw his thick dark hair and thought it was his father; it’s always been said he looks just like him. He hasn’t looked in a mirror since. He sees how hard his sister is working to provide for them, and he’s frustrated that he can’t do more to help, like get a job. He’s started setting illegal traps in the woods and trading the rabbits and squirrels for other goods, but he’s way out of his league dealing in the black market, and may find he’s already in too deep for his own good.

Being the mayor’s wife has its advantages, and its disadvantages. While her family never wanted for much, they were also thrust into the middle of the war when the rebel force in Seven came out fighting. When Arbur’s husband of twenty-four years was killed, she was devastated, but that quickly dissolved into determination. The Capitol is rounding up rebels and staging public executions, but that isn’t enough for Arbur, because she knows they’re not catching all of them. And she knows it because she saw Forager’s face in the streets, shooting Peacekeepers. She hasn’t told anyone, but she plans on getting revenge on him and all the other rebels which slip through the Capitol’s cracks. She has no idea that her own daughter is one of them.

Arbur is an important name in District Seven, whether you hate it or love it. Loyalists love their upstanding mayor and his family, and the rebels resent them. Except for Ms. Arbur, who has been a part of the rebel force in Seven for several years. She's proved her mettle and insisted on her family's safety during the battles that played out in Seven, but in the final battle before the Capitol won, her father was murdered, and she's not sure if she can trust her rebel 'friends' anymore; especially her closest confidante, Forager. Will her revenge push her to turn on them?

Forager is known to his co-workers in the lumber mill, and other friends, as a confident and determined man. To his fellow rebels, however, he is known as a disciplined soldier. He failed Peacekeeper training purposefully, but not before learning everything they had to teach him. He was invaluable in the battles in Seven, and successfully went without being caught or even recognized, and has reassimilated into Seven society since the end of the war. But it has had some drawbacks--he ordered the death of the mayor, who is the father of his best friend, Arbur. She hasn't spoken to him since, and he isn't sure she ever will.

The figgs have always been medics by trade. Her Mom was a nurse, her Moms' mom was a nurse, and her Mom's Mom's Mom was a nurse. And everything she knows she learned from her Mother. But her poor deceased Mom would roll over in her grave if she knew the rebels that Figg houses and tends too. There was even a time when they talked about building a tunnel beneath her home that could make it easier to cart in the wounded but that was a bit too much for her. But no threats cold deter her from her work. Figg is stubborn and despite the gorgeous and friendly new peacekeeper that's gotten sweet on her she refuses to abandon the cause.

Looking at Conch, one would never guess that he is a Peacekeeper. Nicknamed 'Conk' by his (uncreative) friends for his rather large nose, he seems a little too goofy, a little too…bumbling. Not to mention, he’s not exactly spineless, but he is easily swayed. However, he entered the Peacekeeper academy and put his mind to it, and he graduated with nearly-decent marks. He was stationed in Seven, which is a much easier station than, say, Thirteen or Twelve. The war made him a little twitchy, but he’s more endearing than anything. Even to Figg, a nurse who has been giving him butterflies since before the war started.

This grisled mountain man was a legend in District Seven, living in the woods in a makeshift cabin, rarely coming into town and never talking to anyone. The Peacekeepers wouldn't bother him, probably for fear that he was as tough as he looked. He never broke the law, and everyone left him alone. At least, until the war started. The rebels were surprised when Elmney showed up at one of their meetings (no one ever did figure out how he knew where to find them). In the war, he was shot in the chest, and only survived thanks to Figg, who he's started to like having around while he's been confined to bedrest in her basement healing up.

Denless had a pretty mundane existence. He had a four year old son with his best friend and she’d ended up pregnant again. Every day was working to care for them and even though he wasn’t really officially with her he always knew he’d take care of her. But when the war ended and he was one of the men chosen to become a peacekeeper he wasn’t having it. So they would run away. Denless hid his little family away and set about preparing everything. He made his escape but with the birth of his second child imminent they had to wait before bringing everyone on the run. But one night when he came to bring food he was greeting by an empty hideout. The Capitol had gotten to them. And now he’s running alone. He’s decided to stop in Eight for a while, though, a certain red head has caught his attention: Lismet.

When she was little, Lismet would go up to the roof of her apartment building and stare hard into the distance, trying to see something green. The only plants in Eight are decorative and indoors; the smog in the air outdoors chokes the rest. She would sit on the brick edge and squint to see something green, but as she grew, she realized she couldn't, and she probably never would. She works two jobs and lives alone in a cramped apartment, and while she thinks she's content with this drab life, she's really only resigned to it; until, that is, a stranger broke into her house with a crazy story of a life in the wilderness.

Tedony is proud. His Father is the Mayor, one who chose the winning side, and his Mother could be a beauty queen. He always wears the finest clothes and never shows when he’s hungry or cold or suffering like the rest of the District. And he’s very verbal about his pride for his country and Capitol. Tedony has a dream to go to the Capitol after he finishes school. And if he can’t go to the Capitol he’ll make it to the Nut in district two for Peacekeeper training. The threat of the hunger games seems unreal to him. The rest of the people in the district deserve it for their treachery but not him. He considers himself immune to the whole system.
Mrs. Tedony walks a fine line. Is she a rebel? No. Does she support the Capitol? Definitely not. But with her husband practically Mayor of the year with his support of the Capitol and her son boisterous about his own opinion in support as well she has to be careful to remain as neutral as she can. She’s an expert of talking in circles and giving an answer without really addressing the question. A few years in the past she was confronted by a rebel and asked if she would help any way she could. Did she say yes because she supported the cause? No. She said yes because they got to her first. She still informs the rebel of Capitol movements and is the one that actually started the Hunger Game rumor that’s spread throughout all of Panem.

Farsdeen doesn’t lead an easy existence. He never has. When he was born his Mother died due complications from the delivery. She was a small and frail woman who his Father could control and with her gone his control was transferred to his son. The women that lived nearby were able to raise and protect him until he was 9. But then his Father moved him away and to a more secluded neighborhood. No one was there to protect him from the abuse then and it’s made him into a shy boy. He keeps to himself to avoid any questions about his home life. But he’s plotting a change. And it has everything to do with the death of his Father.

They say every village has it’s idiot, and if that’s true, then Whonathy is definitely District 8’s idiot. But there is genius in there too. He’s strange, always has been, but he loves it. He’s channeled his genius into his inventions and experiments and has created several very helpful things for the rebels. He was one of the first to discover how to trick the mockingjays into repeating the wrong information to the Capitol troops and the first to find an antidote to the stings of tracker jackers. And that one was an accident when a caged one got out and he spilled the water he’d been boiling his socks in earlier that day on himself. It’s made him a bit of a target for the Capitol but first they’d have to discover his true identity.

Staghern was the right girl that got involved with the wrong guy. He came into her life, stirred up a mess of trouble, and then left just like that. He ran away to join the rebellion and got himself killed a week later. That same week Staghern’s parents told her she was no longer welcome in their home for all the trouble she’d been getting into and she was sent to fend for herself. She lives with several other homeless girls in an old factory and no longer sees the point of trying to follow the straight and narrow.

When Soitrant found herself pregnant at fifteen she didn’t know where her life would take her. She lives with her Grandparents who were struggling to take care of her at the time. But nine months passed and a baby boy was born and life went on. And a few weeks later none of them could imagine what their life would be like without the little boy. But now they’re have to figure it out. Soitrant got involved with the rebellion because she wanted to make a difference for the boy but she didn’t anticipate the fallout that would affect him. He was kidnapped in the midst of the war. They always told her the Capitol would hit where it hurt. But she never imagined they’d involve a toddler.

Growing up in the Gray family, Harman was one of the lucky ones in District 12. Not lucky because they were wealthy, or because they had a small family. Actually it was quite the contrary! Harman was a twin brother named Mel and two younger sisters. A family of six had little chance to survive in the poorest district. But the Grays were optimists and thrived despite their lack of food and experiencing the tragedy of losing Pian, the oldest daughter and Harman’s younger sister, to disease. When he was 19 he married the love of his life, Shale Eveshame, and almost a year later to the day their daughter Clair was born. Clair is now almost two, and with the war over the traitors are being rounded up. And it’d be hard to explain to his wife just why he was picked up as well. After all, he’d never told her about that one time he joined the insurgents.

Shale was born in D12 and hopes to die in D12. She was an orphan, so she thought, but her father turned out to be a rebel on the run, who had killed her mother to keep her quiet about his rebel affiliations. She blocked everyone out after this shocking news, but Harman Gray got through to her. They fell in love (MADLY in love), got married, and now have a two year old daughter named Clair (and one on the way, but no one knows but Shale right now). Sometimes, Shale feels connected to the father she doesn’t know, but wishes she did. She once thought she’d be happy to never think about him again, but, after Clair was born, Shale wanted to tell him he was a grandfather, and that she wanted him to be part of her new family. However, she doesn’t even know his name or if he’s alive or dead. Or that he's the rebel commander Coltrane of the supposedly extinct D13.

District Twelve has its share of starving people. It also has its share of thieves. Even the children aren't exempt from these hardships, and in that sense, Vera doesn't stand out at all. This suits her just fine; it's a lot easier to pick your pocket when you never even noticed she was there. She lives in the bathroom of an abandoned building and looks out for herself and a couple of younger kids whose parents also kicked the bucket, like hers. She dyes a piece of her hair pink with chemicals because, or at least so she says, it makes her look like a Capitolite. But anyone who knows her knows it's only a matter of time before she gets in on the rebel cause herself.

Many have called the older Vera girl a traitor. She suffered the same tragedy when her parents died but took a different route. She insisted that she become a rebel but as soon as she was close enough ran away from them and escaped to the Capitol. With her pale skin and blonde hair she blended right in and no one asked about the stunning new girl. She made a way for herself in fashion, not as a designer but as a model, and her face was all over billboards and television ads. But when the rebels lost the war and the Capitol got their hands on a document of missing rebel supporters, her face there among the pictures. Now she’s returned to District 12 to hide. After all, no one in the Capitol bothered to ask where she was from so why would they have any reason to look for her in 12?

Watch out ladies, this is the guy your Mama warned you about. No, really, he is. Ragsdale has always been in trouble. He always said it was just drawn to him, no matter what those peacekeepers said. And up until now he’d managed to pay off the old peacekeepers to keep them quiet. Now, though, he has to work to cover his tracks and keeps his business dealings quiet. He uses the Rebel tunnels and trails to hunt in the woods outside of District 12 and then sells it for ridiculously high prices to the residents. He has big dreams of someday running a whole black market trading epicenter and he sees big potential in the old coal warehouse outside of town. But the capitol has bigger plans for the money-grubber: rebel hunting plans.

Thurston is the first female mayor in all of Panem. And there are questions as to how long she’ll stay mayor. Her husband was a clear rebel supporter throughout the war and so made an example of when the war was over by being strung up in the market square of district 12. It was an emotional day for her but not because she was upset at her husband’s death, she checked out of that relationship years ago. Mostly because the idea of being mayor was too good to be true. Thurston has always craved order and the Capitol’s rule brings that. And she plans to aid them. She’s recently been told of their plans for Ragsdale and has been instructed to get close to him and convince him to work for the Capitol, no matter the means.

Originally from Twelve, Coltrane was third-in-command of the rebel movement in Thirteen, and is now the highest-ranking survivor. As such, he has taken it into his hands to lead the group of remaining survivors. He finds it incredibly frustrating that some, albeit a few, don’t seem to want to recognize his authority as leader of District Thirteen. He’s especially taking heat from Greene. Coltrane isn’t one to take criticism well, and his grip on Thirteen is getting more and more tight. However, he is not a bad guy—in fact, he makes the decisions he makes, gives the orders he gives, in hopes that Thirteen will make it through this difficult time and one day he’ll be able to reconnect with his long estranged daughter, Shale Gray. It was, after all, his decision to make a deal with the Capitol; that Thirteen would ‘play dead’ in exchange for being left alone.

Greene never supported the war, and she certainly doesn’t now. It isn’t because she’s loyal to the Capitol; it’s because she’s a nurse, and she sees more clearly than anyone what the war has done and is doing to people. She’s seen literally hundreds die on her own table since the war began, and is now frantically heading the hospital in Thirteen, which has become a triage center. Radiation victims, limbless children, families ripped apart—including her own. She lost her entire family in the explosions, and hasn’t yet given herself time to mourn them. Instead she throws herself into opposing ‘Commander Coltrane’ and his continued obsession with the war games that she hates so much.

When the science center was bombed, every last major scientist in Thirteen was killed, along with half their work. Except for Reenery. Luckily, Reenery may just be all they need. At nineteen, his work exceeded that of men and women twice his age. A genius, he has a photographic memory and a passion for science and for the rebellion that fuels him day and night. He has gathered every bit of information he can and hopes to continue the experiments, particularly of the nuclear variety, below ground. Unfortunately, he has little in the way of confidence in himself, and is currently struggling with intense anxiety at the size of the work in front of him: re-building thirteen’s production from the ground up, alone.

Arcer is all that remains of the Peacekeeper force of District Thirteen. He’s always been a law-abider, and was eager to join the Peacekeepers as soon as he was old enough. Loyal to the Capitol, he was a tough but not an unfair or cruel law enforcer. Unfortunately, the people of Thirteen are not apt to remember the times he let them off the hook, but rather they see him as one of the enemy. He was unlucky enough to break his leg and be unable to escape the bombs, and when he woke up, he was in a cell underground. He’s become the scapegoat of the rebels, and has several broken bones to prove it.

Though sweet and unassuming, Rorse proved her mettle in the rebellion, fighting as hard as anyone. She suffered head trauma in the bombing and since going under ground has had little to do with the rebel effort. One day, she was in the Command Center to witness two soldiers dragging a bloody and beatenArcer through to his cell. Upon finding out he was a Peacekeeper undergoing questioning and torture, her heart went out to him. She’s started visiting him in secret, bringing him food and medicine for the pain he’s in.

Right before they went into hiding, the rebels of Thirteen rescued a group of Avoxes from the Capitol. Chaff was one of these, and she is FURIOUS. Born in filth and squalor in District Twelve, Chaff wasn't fighting to take down the Capitol--she was fighting not to starve. When she was taken to the Capitol and made an Avox, she was surprised to find that her life there was actually better than her life in Twelve. In her eight years there, she became quite comfortable, and when she was knocked out in the middle of the night to wake up underground in District Thirteen, she threw the Queen of all fits. Unfortunately for her, she's stuck.

Born in the sunny, beach-lined beauty of District Seven, Lagone fell in love with the ocean and nature. He was a child with a great imagination, and as he grew older, he became a romantic. As the laws in Seven grew more oppressive under President Brutus' hand, he and his beloved Lucinda plotted to run away together. They could live in the wilderness together; this was his dream. But they didn't make it two days outside the gates before the Capitol found them, killed her, and made him an Avox. He was recently rescued by Thirteen and had his tongue replaced, but he still refuses to talk, and maybe he always will.

President Brutus is the most loved President in the history of Panem—in the Capitol, that is. In the Districts, he is the most hated. He deals with any and every threat with one solution: stomp it out. When he became President, Peacekeeping forces were doubled and taught to deal justice with a heavy hand—or a whip. He keeps his enemies closer than this friends, and has no qualms about getting rid of any of them if they give him reason. He is cold to his family but warm to the many women he shares beds with, mostly Avoxes, so rumors of his indiscretions won’t get out.

Model, actress, television personality, singer; Galaxia has done it all. She is a product of the capitol in every way. Her latest endeavor is as a fashion designer and she’s quickly finding herself a trendsetter. She’s had so many surgeries that she’s barely made of flesh anymore, and in fact prides herself on that. She builds up a mystery around herself; no one even knows how old she really is.She was sheltered during the war, almost kept in a glass case by the government so they could take her out only when morale really needed a good boosting. Her popularity has only grown as she’s poured out gobs of her own money to fund programs to ‘rebuild’ what little damage was done to the capitol during the war.

Decimus won the war. It was something people had been spouting for months and he was really sick of hearing it. He wasn’t born in the Capitol; he didn’t buy into the fashion or the gluttony or any of that. He did his civil duty and served the country that had given him a life his parents didn’t. He was born in District 2, made a peacekeeper, and when the war came soon rose to the title of Commander. He was the one that pushed the button to bomb District 13. He was the one that led the charge that pushed the rebels back down the mountains surrounding the capitol. And he’d done it all for Panem. But for him times are changing. The pride he once had for the Capitol of Panem is waning as he sees their victory wasted on overindulgence and the punishment of the districts grows worse. A change of heart, and allegiance, is growing in his belly.

When it comes to throwing a party Jucunda knows how to do it. Daughter to some of the more important political figures of the Capitol hierarchy, she uses the money Mommy and Daddy make to keep her friends, their friends, their friends, their friends, and even some enemies happy. She’s really rather talentless, a lot shallow, and plans to live off her parents for the rest of her life. At least, she did. Until her parents heard that there would be something called The Hunger Games and knew that their daughter would be the perfect representative of the capitol to the districts. And so she’s been chosen to play ambassador to District 7, required to live there the several months leading up to the games, and getting to know as many of the people there as she can.

Minth was made an Avox only one year ago, in the midst of the war. Her family were firm supporters of the rebel cause, and though she stayed out of it, she was incriminated by association. She was gased and woke up in a hospital cubby with her tongue cut out. She has resigned herself to her fate in working as a servant in the President’s mansion, and lately she has been surprised by attentions given to her by the President himself—though only, of course, when no one else is around. She’s become his consort and is quite enamoured with him, and believes that he truly cares for her. When she finds out that he’d as soon strangle her himself as let news of their affair get out, she may finally take a stand in the war she’s been keeping out of her whole life.

Ofelia may or may not (or may) be the most popular man in the Capitol, even more so than the President, though for different reasons. Ofelia’s flair and penchant for trend-setting are legendary, as are his designs. He creates fashions for the Capitol’s richest and most sought-after. With the implementing of the fabulous new Hunger Games, he has been asked to be the stylist for everyone’s favorite District, Two. Everyone in the Capitol loves him, but no one knows his little secret: that he’s a rebel sympathizer and has been sending money and supplies to District Thirteen throughout the war.

Sextus absolutely lives for fashion. She hasn’t actually bought clothes from a store since she was twelve years old, opting instead to dress herself. After all, her style is far superior to that of anyone else in the Capitol. She’s gotten a job working as a styling assistant to a top stylist but that’s not where she wants to be. The chatter and rumors about a huge event hosted by the capitol and involving the districts has the potential for many stylist positions to open up. But would they take a lowly assistant over all the great stylists with their lines already selling and names out there? Desperate dreams call for desperate measures….
