The human city is starting, but it is is pinwheeling on a curve, any over balancing could send it to distruction. This is a new age, inventions are everywhere, more and more people are coming to live here. The ruler is the last proper king, he has an idea to hold the city together.

THE FIRST DECREE

By royal decree, all thieves of anysort, stealing food, items, lives, must gather in the troop field on the 13 of the new month.

Troop field has lost the meaning it was used as first, where all the armys troops would practise and set up for a war. Now it is where most homeless sleep, where all the down on their luck thieves, ruffians, homeless, abondoned children or escaped slaves go. BUt when it was just starting, still used, it pavings still fresh, is when the Decree came out.

On the 13 of the new month it was deserted.

THE SECOND DECREE
By royal decree, no freelance theives will be allowed, there must be an order, this is left to the unspoken leaders, (theives say they have no leaders but the aforsaid people would be the leaders if they had any) They must not excell a set limit for each year of plundering and murder, There will be compliance.

More detail was put into this decree then is stated here as, like the list of names, it was burned so very few know the exact wording of the agreement.

This started a chain reaction, first groups came out, just packs roaming, then the kig stressed several points with the use of his armys swordtips and more order came into it, slowly leaders came up, territorys sketched out, rivals started and followers came. Many fights happened early on, and people were very insafe and unsure of the future and doubted the king. But then as some gangs earned respect off other by feats, and territorys were, for the most part settled. The genral public settled down, and about 5 main gangs grew, most other gangs do not trouble these. There are still squabbles and wrinkles to be smoothed. And of course the problem of the new king, the gangs will have to come together about that one day. For now it is daily life, about 2 hundred years on from when the other king had the idea.
