I'm now writing to MLB licencing with a request to pass it on to anyone who can provide a definitive answer to this. If that doesn't get an answer I'll write to Bud Selig's office.

You can get it on PlayStation. Just make a US account, use a fake address, and then go onto the store and download the MLB.TV app. Then just link your PS3 to your account. Simples!
