ROSWELL LAW

Earth has remained lawless for over a century now. However, with the movement of Hollow Earth civilians to the surface, there has to be some sense of order in place, right? There are new laws being instilled by the Hollow Earth military on Roswell to protect their civilians and the Roswellians.

What laws would you like to be placed? They can be logical (a drinking age) or ridiculous (no brushing hair in public). Go nuts!

The form is optional, but provided:

Statutory Rape

Second-degree rape for someone to have sexual intercourse with someone age 20 or younger, when the actor is at least eight years older.

Curfew

• Those under 15 off the streets by 10pm unless with an older escort, but no later than the permitted time for the age of said escort without a permit
• Those under 20 off streets by midnight unless carrying a valid permit
• All civilians off the streets by 2am unless carrying a valid permit
• Valid permit can only be obtained through registering with the military
• Regular rounds of military persons after 2am to enforce
• Guards on main roads in and out of town to minimize outlying disturbances
• Curfew may be broken in only extreme cases of emergency, in which case, civilians should immediately notify military persons so that the issue can be addressed and any potential threat assessed.

It is against the law to throw confetti, rubber balls, feather dusters, whips or quirts (riding crop), and explosive firecrackers of any kind.

Definition of a Minor

Any person(s) twenty years or younger is a minor. They must abide by rules specified for minors (ex: curfew).

Firearm Regulations

• It is against the law to sell a firearm to a person(s) twenty years or younger.

• Businesses producing and selling firearms must have a valid license. To acquire a license eligible individuals must take a two week training course on the rules and regulations and safety of buying and selling firearms. At the end of the two week period, individuals must take a final exam and pass with a minimum of 85%. Upon passing of the final exam, individuals must pay a sum of 1500 credits or the Modern Earth equivalency in order to obtain their physical license which must be placed in a visible location in one's business.

• Failure to obtain a valid firearms vendor license will result in immediate confiscation of goods and a seizure of property. A fine of a minimum of 2500 credits or it's equivalency will be charged to the person(s). Failure to pay the fine and immediately make the effort to acquire a valid vendor's license will result in an undisclosed amount of days in detainment and a blacklisting of the person's name, barring them from obtaining a license as well as purchasing their own personal firearms from legal vendors.

• No Civilian is legally allowed to carry a firearm, concealed or not, without first obtaining a valid permit from the military. Civilians can register their firearms at the military headquarters in Roswell or any legally licensed firearms vendor. Failure to register one's firearm will result in the confiscation of personal weapons on one's self and can follow up with a warrant to search a person(s) home for other illegal weaponry and may result in arrest and detainment for an undetermined amount of days as well as a fine of a minimum of 700 credits or it's equivalency. Failure to pay will result in a permanent blacklisting of the person's name, barring them from purchasing firearms. Further detainment possible.

• Civilians are only permitted to carry a registered, concealed handgun. Anything larger than a handgun will be considered a weapon of terrorist action and will result in immediate arrest. A civilian must have the appropriate concealed weapons permit.

• All Hollow Earth civilians purchasing firearms must still submit to a thorough background check and wait the one week period before obtaining their firearms.

• Anyone caught exchanging illegal firearms to the 'Roswell Militia' will be assumed in engaging in terrorist actions and will be immediately taken into custody for further questioning and possible detainment.

Regulation of Narcotics and Alcohol

• Any and every substance taken, whether by ingestion, inhalation or injection (intravenous or intramuscular), with the exception of alcohol, for recreational purposes is illegal.
  
• In order to prove that drug use is medical, citizens are required to keep all prescriptions written by a board-certified doctor.
  
• Alcohol is not to be served to anyone under the age of 20. Identification is required of every citizen to purchase anything with any amount of alcoholic content (even if they are very clearly 102)
  
• Any beverage with an alcohol content above 50% is a controlled substance. Any establishment wishing to provide these require a special permit, which is attainable on Mondays (only) from ten in the morning to one in the afternoon, and can only be submitted on Sundays from five to five-thirty in the evening. Interested applicants will also be subject to a lengthy interviewing process which are held only on Saturdays at two to three in the afternoon, where the candidate will be evaluated based on reputation, recommendation, demeanor and temperament. Those who are accepted to the second circle then have to return every Thursday from the hours of ten in the morning to noon for eight weeks to alternately fill out the appropriate paperwork and sit the remaining interviews. If these hours are missed at any point, the earlier week's itinerary gets pushed to the next week and so on as necessary. After being approved after this second circle of HELNO (Hollow Earth Liquid/Narcotics Office), the applicant is awarded their license to sell liquor up to 60% alcoholic content.

Marriage Laws

• Same as statutory rape laws. No one 20 or under can marry someone eight years their senior, although those between the ages of sixteen and twenty can be wedded to anyone else in that category without hindrance.
• Must register with Hollow Military for certificate and undergo interview process before approved.

Allowed Punishment

Failure to comply with any laws can lead to incarceration at the Last Stop or execution on worst case scenario. Must stand trial before Hollow Earth Judge and five representatives of the Hollow and five representatives of the Surface. In events of a hung jury, the judge shall be the deciding factor. Any under arrest can expect a swift trial in no more than twelve, but no less than three days due to the amount of paperwork required and evidence necessary to acquire.

In reference to the Narcotics law, the term substance shall only be applied to drugs of a chemically manufactured nature. All substances deemed to be of a herbal nature, or that can be made through a process without the need to understand the chemical bonding process, are accepted as usable and available for distribution without risk of punishment. ((in order to clarify the problem of junk-food, deodorant, and perfume, as neither are necessary and only for pleasure and can be either ingested or inhaled and fall under the category of 'any and all' substances. clarification also allows for previous hollow laws to remain consistent with the new laws.))

MEDICAL PROTOCOL, ARTICLE I

• Anyone suspected to have had close but indirect contact with an infected person within thirty days prior to the suspicion shall be placed under official quarantine for seven days unless otherwise noted by the appropriate official.
  
• Anyone proven to have had close but indirect contact with an infected person within thirty days prior to the validation of this information shall be placed under official quarantine for fourteen days unless otherwise noted by the appropriate official.
  
• Anyone suspected to have had direct physical contact, be it sexual, casual or otherwise, with an infected person within thirty days prior of the suspicion shall be placed under official quarantine for twenty-one days unless otherwise noted by the appropriate official.
  
• Anyone proven to have had direct physical contact, be it sexual, casual or otherwise, with an infected person within thirty days prior to the validation of this information shall be placed under official quarantine for forty-two days unless otherwise noted by the appropriate official.
  
• Anyone who demonstrates symptoms of Influenza C or similar symptoms while under official quarantine shall be kept under official quarantine indefinitely without exception until samples from the patient can be properly evaluated. Those displaying similar symptoms but who do not have Influenza C will be kept in quarantine for five days after the tests have been properly analyzed. Those who are found to have Influenza C will remain under quarantine indefinitely without exception, and may be transported to level three security quarantine.
