...I don't even see any evidence of anybody ever having sex in Harkovast. No children running around, no barefoot pregnant mothers, nobody carrying around any newborns. Nobody is stepping on toys, tripping over big wheels, or putting up with a huge tantrum in the middle of the market.

So they must either all be gay or never have sex at all. Maybe every twenty years or so someone runs around and forces everyone to get it on to keep the species going.

Though I did not draw special attention to it, one of Chen-Chen's friends is pregnant (the short one that enjoys getting a rise out of Shan-Zu) and in the scene where Chen-Chen and Sir Muir were past a statue (site seeing and story telling) you can see a parent and child in the background.

Sex, children and parenting are not really the focus of the comic, but they are going on.

Though, by weird coincidence...the system you describe is surprisingly close to how the priests of the west organise things....
