You must go to anvil and kill someone on a boat or on the docks at the anvil docks, you must throw there body ino the ocean without any arrows in there body so it looks like a suicide and if you kill then with a handheld weapon it has to be a dagger so it looks like they cut hemselves with a dagger and jumped into the water of the anvil docks.
