So this here is Quismah Jones- but the world knows her as Delphi, the purple clad, apparently blind Syndicate villain that is seen flitting about, ruining your plans just in the nick of time. The general population does not know how her powers work- the only observable affect is that she is very, very hard to attack and has an extremely good timing when setting her plots in motion.

Quisa likes to think of herself as the puppet master but that isn’t really the case- she gave up most of her free will when she joined the Syndicate at the age of twenty-six. She offers her precognitive services to the higher ups in exchange for an extravagant lifestyle. Delphi is an integral part of the Syndicate’s success and it might be possible for her to use her abilities to screw them over but they have given everything she’s ever wanted. She is content to be one of their pawns… for now.

This enigmatic lady prefers to keep to herself, contemplating her dreams and lounging around her glamorous quarters in the Syndicate tower. She is quite creative and intelligent, traits rooted in her childhood and deciphering her symbolic dreams. Though she has a few close friends that see a nice, bubbly side of her personality, her most defining characteristics are her greed and self-interest. She enjoys playing with her enemies- something that frustrates them to no end.

Quismah hates surprises and as a result uses her ability to peek in to the future whenever she has some down time. Also, when she puts on her costume, her eyes are covered. She “sees” by looking about five seconds in to the future the entire time she is costumed. This is why it is so difficult to hurt her- she knows exactly what is coming. It is not impossible though- if you think and react quickly or suddenly she may not have enough time to avoid your attack.


BLAST FROM THE PAST

There are a few people that may remember Quisa and her alter ego Delphi from her time on the streets as a Rogue Superhero (1999-2002). It would be interesting for them to run in to each other again.

PRESENT PARTICIPANTS

Quisa has spent the last six years working her way in to the hearts of the Syndicate. Though she is not as cruel and bloodthirsty as some of its members, she’s not above killing the people she is ordered to kill. Anything to maintain her comfortable life.

Celia and Quismah are just no. Celia's a government handler. Delphi is a villain. Just no. There would really be no reason for them to ever meet outside their jobs, and so Celia just thinks of Quismah as the enemy she helps take down, and Quismah only vaguely knows of Celia as the blondie who annoyingly gushes about the Legends to the public. Now, if for some reason Quismah/the Syndicate needed to capture someone/a hostage/whatever to get to the Legends (or Randy in particular), if you want to piss them off the most and get their attention, Celia's your gal.

Kory, on the other hand, or Outsider as she's known to the public, is a different story. I could see Viktor or someone commissioning her to look into a future when Kory asked to join (which she did rather recently) or even Quisma doing it for her own curiosity/caution, and seeing Kory using her powers to a mind-blowing extent. William and Viktor know of her potential, but Quisma's the only one who's seen it. Kory's an omnilock, but she keeps herself under control through her religion and self denial, but since Quisma's seen her in the future she knows that those restraints are somewhat flexible. And knowing this, I could see her wanting Kory as an ally, especially if Quisma doesn't want to be a pawn anymore...and since Elizabeth, the "mommy" of the Syndicate, didn't immediately take to Kory, she would be all the more willing to get close to Quisma. Except Kory has no manipulative intentions, she honestly just wants Quisma as a friend, but she's also got her own fair share of vanity and selfishness so I could see them actually being friends because they don't have to hold back their nasty sides with each other.

QUISMAH & CELIA
I agree, there is no real reason for these two to interact unless something happens between Randy and Quisa. You're right- if the opportunity did present itself Delphi would jump at the opportunity to use Celia to get to Randy.


QUISMAH & KORY
I LOVE the idea of Kory's recruitment being foreseen. Quisa doesn't have much control over when she gets her dreams, but they tend to be symbolic and open to interpretation. That being said, they are much more accurate than her regular visions- it's just deciphering the meaning that's the difficult part. Still, she would be able to garner that Outsider has almost limitless power and that would be enough to make the youngster a target of interest. Quisa would want to keep her around and stay on her good side in case she ever gets unhappy in her current postion.
