Purpose: To test how those with alcoholic or drug addictions fare when placed in closed environments without drugs or alcohol.

The alcoholics developed their own moonshine and the drugs addicts ended up killing themselves while trying to create their own drugs (they ended up making various and powerful dissolvents that could melt rock just as easily as it could with skin. In their earlier attempts they accidentally made a highly combustive power).

When the vault opened the survivors established their city which they call Moonshine and using the dissolvent and special power (called Pow Pot) to mine down and rediscover the coal.
