District 9 is one of the rural districts of Panem. Though the industry of the district was never mentioned in the books, according to the movie's promotional page "Capitol.Pn", it is the district responsible for grain. It is mentioned once that District 9 has many factories, possibly for grain processing.

D9 is located in the central districts in Panem. The weather is usually warm but can get quite chilly in the winter time.

District 9 is one of the better off rural districts, the peace keepers are pretty strict but there isn't much cause to go breaking the rules in D9 anyway so it's not so bad, as long as you play by the rules that is.
