District 12 was one of the poorest, most ridiculed districts in the nation of Panem. They specialized in coal mining and it was located in the Appalachian mountains.[1] They had not won the Games for many years prior to The Hunger Games, when Haymitch Abernathy, an alcoholic and an embarrassment to the district, won the 50th Annual Games.

District 12 were the leaders in the last failed rebellion against the capitol and as such are treated the worst by the authorities and often are blamed by the other districts for their current state.

LOCAL CULTURE
D12 is the most closely watched district by the Capitol. They are by far the most impoverished and are constantly punished by the Capitol and even the other districts for the failed rebellion. Despite the high level of attention given to D12 by the Capitol they are fairly lucky that their Peacekeepers generally are pretty decent people, meaning the occasional hunting trip and the existence of the Hob are allowed, if very very secret.
