Yeah, possibly in the Orange Islands.
I recall that Neko mentioned Raikou would be in the Orange Islands, and Suicune would by default be in Tin Tower. How about Entei? Roaming, or a certain place? A hint, please.

I'm making sure that 1st and 2nd generation legendary Pokemon are specific to the region they were introduced in. As for other legendary Pokemon the majority will be in Orange but some will be in Kanto or Johto.

Alright! Back to the updates! Sorry about the delay; finals coming up in just 2 weeks and I've been getting ready nonstop.
There's been some discussion between Adat and I about legendary Pokemon and I scrapped a couple of ideas and brought in some new ones. We've discussed ideas about the legendary birds and where they will be placed; they are still going to be in their respective places with Zapdos at the Power Plant, Articuno in the Seafoam Islands, and Moltres on Cinnabar Island as planned beforehand. What will be changed is how the players interact with them and how they fit into the Kanto storyline.
We also finalized discussions on the Regi's (somewhat) for the Orange Islands and, with the way the islands have been set up (read below), we now can make obtaining all of the Regi's rather... efficient. The current count of Legendary Pokemon that have ways of capture is 11, with obviously a lot more to come.
I've also been pondering a new way for transportation between islands in the Orange Islands. Rather than force players to travel between islands via sea routes, my current plan is to create a way to give players a choice to fast-travel between islands or travel via surf from island to island. Fast-traveling would be something that players pay a fee to use, most likely $500 which at that point would not be hard to obtain.
I also, as in just today, scrapped the previous Orange Islands map and reconstructed it according to the Manga/Anime formation. The only problems with this is that it now the map is so large that it doesn't fit into the PokeGear screen; though I have been pondering as to whether I should increase the screen size or not to allow bigger battlefields and more up-to-date Pokemon sprites. This most likely means that I will be creating an increase in screen size which will at least allow DPPtHGSS battle graphics and a more easy-to-use PokeGear and Pokedex.
The other problem with changing the formation is that Valencia Island, the first island that the player has to travel to, is now located in the bottom left corner of the map rather than at the top. Because of this, the possibility of creating a fast-travel system between the first island players will enter and Valencia Island is rather high; otherwise some other reason must be created. Any ideas may be appreciated, but I'm lenient towards the fast-travel system so at that point I can introduce to players what the fast-travel system is.

Suicune will by default be in the Tin Tower; that part is not changing. The original plan for Raikou and Entei was that they would be put into respective places (Sacred Brush for Raikou and Mt. Mortar for Entei), but since then the idea has changed to let them roam across Johto like in the original (and the Sacred Brush may be scrapped for other things, not sure yet). Now, however, their places have once again been undetermined as to whether they will be placed in set places or roaming. If placed in set places they would, of course, be somewhere in Johto; just not obtainable before the Silver Cup (Johto) Pokemon League.

I'm not going to spoil anything here, but I will say that players will be able to obtain 18+ legendaries in-game.

As well as several other Orange Island locations, the EPA is (most likely) going to be scrapped for something better. Not spoiling what, but something new nonetheless.

It's a possibility, but it wouldn't be implemented into the game until the final stages. If they were implemented then we would have to come up with a new way of creating bases since there is no Johto Underground, nor is Secret Power a TM move. At the least I would assume that players can customize their room like in the original, but I'm not promising anything.
Currently, I'm working on Pokemon Locations and Region Maps, as well as Gym Leader rosters and I may edit the Johto Pokedex from 210 Pokemon to 251 Pokemon, but that means finding another 41 Pokemon to add into Johto by itself. Not sure if that will end up happening, but that also means another 41 Pokemon people have to see before they can get the National Pokedex so I may not change the Johto Dex the way it is set up now.

I like the idea between only certain islands; more or so the ability to travel between the populated islands and the uninhabited islands (though I can't remember the number off the top of my head, I think there are 9+ uninhabited islands) would be the main difference. Of course, along with that, transport from one island to another may be optional by going through sea routes rather than having to pay a fee; and then of course there is the ability to use Fly from island to island.

The current idea behind this is to make it so players, after defeating Lance in the Elite Four, will have seen all of the Pokemon within the Johto Dex; whether it will contain 210 or 251 Pokemon is uncertain at the moment.

We are going to try for the physical/special split, but we're not making any promises. If complications arise then the 3rd generation split will be implemented, otherwise the more updated 4th generation split will be there.

Currently the progress on the multiplayer is at a halt and has become more of an afterthought than as something of a primary goal to fulfill. The single-player story, which includes 3 regions, will take a very long time to complete and has all of the extras in the game to attain to as well (catching all of the Pokemon, Battle Tower, re-battling trainers, etc.); so right now the single player is the main focus.

Currently the idea is to have re-battling similar to how it was in Crystal version by having the player attain phone numbers after battling trainers. The plan is to make it so once a player beats a trainer that will give out their phone number the player will obtain the phone number automatically after beating them. Gym Leaders will most likely work the same way, though I'm not sure if there will be other requirements to obtaining their numbers besides beating them at the moment.

There should be some events such as obtaining evolutionary items, berries, and other such things. Anything besides that is not set in stone.

Ideas as to what should be implemented into fast-traveling are always welcome. The idea for a Game Corner in the ship is an interesting one which I will discuss with Adat.
As for flying to uninhabited islands, we may work something out such as giving the player the ability to fly to landmarks as well as cities/towns. The need to actually go to uninhabited islands would be only for certain occasions and then for extras later on, so even if flying to landmarks isn't implemented we will certainly find a way around that.
